Milan studied law at the Faculty of Law, University of Belgrade, where he earned his law degree. He further expanded his legal expertise by passing the bar examination.
In 2014, he joined the Legal Department of the Regulatory Authority as a Senior Legal Advisor, contributing to the development of all bylaws adopted by the Regulator, drafting legal opinions within its scope of work, and representing the institution before the courts.
Since 2019, he has held the position of Secretary General, gaining significant experience in management and organizational leadership, with a special focus on international cooperation. He has actively participated in meetings of EPRA, ERGA, BRAF, MNRA, and CERF.
As a collaborator, he took part in preparing several publications: “Media Regulatory Authorities and Hate Speech,” “Media Regulatory Authorities and the Protection of Minors,” and “Media Regulatory Authorities and Media Pluralism,” developed within the joint Council of Europe and European Commission projects — JUFREX 1 and JUFREX 2. As a representative of the Regulator, he also contributed to the creation of the “Media Literacy Handbook for Educators, Teachers, and School Counselors,” produced under the EU project “Support to Media Reforms.”
